Here is the revised chronological development plan for the transformation of Guantanamo Bay (GB) Naval Base into E/opp city , including the construction of a commercial port, factories, housing, and rocket launch facilities:

Month 1:

• Close Guantanamo Bay detention center and repatriate detainees.
  • Coordinate with relevant governments for detainees' repatriation.
  • Dismantle and repurpose detention center infrastructure.
  • Address and resolve any legal issues related to the closure.

Months 2-6:

• Conduct feasibility studies, environmental assessments, and negotiate necessary agreements.
  • Engage relevant stakeholders, including the Cuban government and environmental agencies.
  • Assess the area's suitability for the proposed projects.
  • Establish preliminary project designs and plans.
• Begin the design and planning phase for each project component.
  • Develop detailed designs for the commercial port, factories, and launch facilities.
  • Plan the required infrastructure, utilities, and transportation systems.
  • Define U.S. Military role and requirements.

Months 7-12:

• Begin construction of the commercial port the size of Oakland’s.
  • Develop deep-water access and facilities for large cargo ships.
  • Construct port infrastructure, such as warehouses, cranes, and berths.
• Initiate the construction of the first Tesla factory, Nvidia & Micron microchip factories, Apple product factory, and Boston Dynamics factory.
  • Build manufacturing facilities with advanced production technologies.
  • Ensure adequate infrastructure and utilities to support factory operations.

Months 13-18:

• Develop a mix of nuclear, solar, and wind power sources.
  • Assess the best locations for power generation installations.
  • Construct power generation facilities and connect them to the grid.
• Begin the construction of the light rail transportation system.
  • Design a rail network connecting the commercial port, factories, and other facilities.
  • Construct rail infrastructure, including tracks, stations, and maintenance facilities.

Months 19-24:

• Complete the commercial port the size of Oakland’s.
  • Finalize construction of port infrastructure and facilities.
  • Implement advanced port management systems.
  • Establish import/export processes and customs procedures.
